Use AC_C_VARARRAYS and HAVE_C_VARARRAYS
since variable size arrays are now optional.

Call access() rather than euidaccess, for
non-linux.  This call checks whether the
configured tmp directory is usable, so mind
setting zdkimfilter suid courier for command
line calls.
